France announces "smoke-free generation" policy: bans the sale of disposable e-cigarettes and raises tobacco product prices

According to a report by Agence France-Presse on November 28, French Minister of Health and Prevention Aurélien Rousseau told the press at a national anti-smoking plan promotion meeting that according to the World Health Organization (WHO) and all independent studies, "Raising tobacco prices" is the most effective anti-smoking measure.


 


The plan aims to create a "smoke-free generation" in France by 2032, which is also a commitment made by current French President Emmanuel Macron.


 


To achieve this goal, Health Minister Russo explained in detail the two main pillars of the plan, "Strengthening taxation and banning of tobacco."


 


The main purpose is to prevent people from starting to smoke, especially young people, and to better help smokers quit smoking, especially those with poorer economic conditions. As its signature measure, it plans to make cigarettes less affordable by raising prices.


 


At present, the price of many brands of tobacco has reached 11 euros per pack of 20 cigarettes. The price is expected to increase to at least 13 euros in 2026, with prices rising to 12 euros for the first time in 2025.


 


Cigarette packaging prices should increase from January 1, 2024, with inflation leading to price increases of 40 to 50 euro cents.


 


In addition, Russo also announced, “Following Prime Minister Elizabeth’s promise, we will ban the use of disposable e-cigarettes because this is a public health and environmental absurdity.”


 


The bill, which will ban the sale of disposable e-cigarettes, especially products favored by teenagers, will be introduced across party lines and will be reviewed by committees on Tuesday afternoon and considered in the House of Representatives on December 4.


 


In addition, Russo announced that all beaches, public parks, forests, and some public places, especially around schools, will become smoke-free zones.


 


"Smoke-free will now become the norm," he insisted. Smoke-free zones - there are currently more than 7,200 of them, spread across more than 73 districts - are mainly the result of promotion by local governments. "Today we have changed our responsibilities and set this principle that has become a rule," he further explained.


 


The Anti-Cigarette Plan also intends to continue work in recent years to make tobacco less attractive, establishing unmarked neutral packaging for all tobacco and vaping products.


 


To help smokers quit smoking, the government intends to introduce a new "My Prevention Assessment" mechanism during critical periods of life, "which will be an opportunity for systematic tobacco identification," the health department assured. Various actors in the tobacco economy, especially tobacco shops, will be supported with "the necessary transition to transform their industry".
